ManoloFLTK 1c6a0c1a8f Wayland: fix interactive moving and resizing of a subwindow - cont'd (#987 )

This fix requires to be able to recognize whether Fl_Wayland_Window_Driver::resize() is called
by a resize operation of an encompassing widget or not.
To do that, private static int variable group_resize_depth_ is added to class Fl_Group
and an accessor to this variable is added to class Fl_Window_Driver.

README - Fast Light Tool Kit (FLTK) Version 1.4.0

WHAT IS FLTK?

The Fast Light Tool Kit is a cross-platform C++ GUI toolkit for
UNIX®/Linux® (X11 or Wayland), Microsoft® Windows®, and macOS®.
FLTK provides modern GUI functionality without the bloat and
supports 3D graphics via OpenGL® and its built-in GLUT
emulation. It was originally developed by Mr. Bill Spitzak
and is currently maintained by a small group of developers
across the world with a central repository on GitHub.
