itojun ba694ff21c i'm not sure why, but without ignoring mtree error (error code 2)

tron 18c5f3d5f1 Abort if memory for execv(2) argument array cannot be allocated instead 
of passing an array with incomplete contents to login(1).

windsor f2672a9b29 We need to put /usr in critical_filesystems_beforenet since rc.subr 
("mount_critical_filesystems local") makes no assumptions about /usr.

Under certain (semi-normal) conditions, /usr is never mounted until
"mount -a" late in rc(8), and This Is Bad.
