Early-exit InitWindow if InitGraphicsDevice fails
Otherwise we may run into LoadDefaultFont and crash in rlLoadTexture Also moves InitTimer() before InitGraphicsDevice(), to allow it to be tested even if InitWindow ultimately fails.
