aspeed/soc: Support RTC for AST2700
The RTC controller between AST2600 and AST2700 are identical. Add RTC model for AST2700 RTC support. The RTC controller registers base address is start at 0x12C0_F000 and its alarm interrupt is connected to GICINT13.
