45c30cd3d1 Checking for public.url pasteboard type first, so dragging a .webloc file from the Finder opens the URL and not the .webloc file itself.

46915c6b7b Brand new windows should not be cloning an existing browser_window or they pick up old 
local history.
Brand new tabs should not either but that appears to be unavoidable at present.
