[cmake] split tests 
* Keep BUILD_TESTING, but only run tests compatible with API (for
  packaging)
* Add BUILD_TESTING_INTERNAL for all tests including internal function
  tests that modify API to be run on our CI

[warnings] disable warnings for generated code 
* Disable clang-tidy in test build directories
* Disable compiler warnings for test binary directories.

These contain generated code we can not change, so the warnings are just noise

e8f5f90603 [cmake] add RDTK_FORCE_STATIC_BUILD 
since rdtk is only used by shadow server add an option to directly link
it with -DRDTK_FORCE_STATIC_BUILD=ON without installing any header or
library

7a71441476 [warnings] fix integer multiplications 
Ensure the integer width for size arguments is 64bit in a
multiplication. Leading 64bit constant 1ull expands width, a trailing
one is ignored.

bd79d8f100 [winpr,rdtk] use png only if supported by winpr 
rdtk compiles in bitmaps of fonts. if png format is supported by winpr,
prefer the png images, otherwise use bmp

Replace fopen and path functions with wrappers (#7043) 
Functions like fopen, PathFileExists, PathMakePath need to call
the wide character versions on windows for utf-8 support.

892cbe3261 Fix various memory leaks reported by Coverity 
Covscan report contains various memory leak defects which were marked
as important. I have spent some time analyzing them and although they
were marked as important, most of them are in error cases, so probably
nothing serious. Let's fix most of them anyway. The rest are false
positives, or too complicated to fix, or already fixed in master, or
simply I am unsure about them.
