tv e2e1136b79 Our make can't actually turn off implicit rules per-target, and the ... "depend:" rule had no actual commands to execute, so it used the implicit ".c:" rule in gas.new (which has a depend.c). Add a command here -- just "true" -- that prevents use of implicit rules.
