change default nsswitch.conf entry for `hosts' from:

hosts: files dns
this should speed things up a lot at boot if hostnames that are in
/etc/hosts are used for ifconfig, route, etc.

when loading all locale categories (called with LC_ALL), ignore if
...
loadlocale() fails - since only LC_CTYPE is implemented and all
other categories return error, code never got to actually
load the ctype locales, as first category tried was LC_COLLATE
and it always failed

Use an identical source file for the libc and the libkern version of

divsi3.S, conditionally compiling the divide by zero case. This way,
after a change to the one, we can just copy it over to update the other

The previous assertion change was incorrect: the preg argument is permitted to
...
be NULL (part of the interface definition!) unless errcode is REG_ATOI, which
is a non-portable extension.
Also, remove assertions from the local regatoi() function, as they are either
redundant or will never fail due to the buffer allocation for that argument in
regerror().

* use _DIAGASSERT() to check pointer arguments against NULL and file

descriptors against -1 (as appropriate).
* add actual checks which to detect stuff that would trigger_DIAGASSERT(),
and attempt to return a sane error condition.

the first two items result in the addition of code similar to the
following in various functions:
