Lets users over-ride with makeoptions COPTS="..." in kernel config files.
Leave `mandatory' flags (like -msoft-float which on m68k enforces no
FP in kernel) in CFLAGS.

a new struct cfattach.
- new "attach" directive for files.*. May specify the name of
the cfattach structure, so that devices may be easily attached
to parents with different autoconfiguration semantics.

loaded by the SunOS boot program. Our netboot works, but our ufsboot
still has a problem on the 3/260, so keep SunOS boot support for now.
