Add text to man page to indicate NetBSD submitter-id convention: all are "net",

per PR#3993. Also add text describing the Priority, Severity, and Class fields
of the PR form.

Updated to latest send-pr from Cygnus.
...
Added missing files & configuration grot so that NetBSD who are not
connected to the net, but have a net connection on another machine
can submit bugs.
