briggs b6f2e63dce First cut of MAKEDEV and disktab. Disktab is straight from hp300... 
MAKEDEV is actually close to what we'll want.  Modulo changes for
SunOS, etc. compatibility.

cgd da816a79ea make behaviour with constty consistent, deal properly with the case 
where there's no console, and set things up so that this can be made
'shared' eventually.  look at diffs for exact changes.
