4241925fa2 More merging. Move GO_IF_LEGITIMATE_ADDRESS stuff into vax.c from vax.h. 
Extend it to properly deal with indirect and indexed addressing modes.
Add preliminary PIC support.

d31d542a97 populate citrus xpg4dl locale definitions into /usr/share. 
if there are any mistakes, please report (i only speak English/Japanese).
currently, only singlebyte locales are usable.

TODO: enable multibyte handler in libc - there still are few design
discussions, but we are almost ready.

c2c9f31e53 for cross builds, use /usr/bin/mklocale. we use the same locale format 
for all platforms (not tested - please).

f363b73f87 Add support for the AlphaServer 2100 (Sable) and the AlphaServer 2100A 
(Lynx), written from scratch by me over a year ago, but never committed
to the tree because there was a bug I could never quite find.  I have
fixed a few problems in the code, but still don't know if that bug is
quite fixed.  Since I don't have access to the hardware directly, I'll
have to call for testers again.

6376847fbd find shlib/func by findshlib() and findfunc(). this nukes DLRUNE_AOUT, 
and removes conditionals for library naming.
XXX if we mix a.out library and elf library in /usr/lib/runemodule...

2079f9d276 improve an_cmd() slightly: 
- strip unnecessary loop to get command result status
- ack command after clearing busy bit

XXX: it still sometimes get timeout to get status(0xff50) or statistics(0xff68)
     probably due to heavy load of firmware in receiving.
