Cert: allow allocation of fields even with WOLFSSL_NO_MALLOC

subjectCN and publicKey in a DecodedCert are needed by the certificate
store in some cases. For embedded, allow them to be allocated even with
WOLFSSL_NO_MALLOC defined.
