781597feca Fix the sqlite3_db_readonly() API so that it reports true if the database
is readonly because the file format write version (byte 18 of the header)
is too large.

309169a118 When the write_version flag in the database header is larger than what
the library understands, make the database read-only.  The old behavior
was to make the database unreadable. (CVS 3866)
