Markus Armbruster 31c54b92ad qapi: Rename QAPIDoc.Section.name to .tag ...

Since the previous commit, QAPIDoc.Section.name is either
None (untagged section) or the section's tag string ('Returns',
'@name', ...).  Rename it to .tag.
