Remove some code duplication by adding a
function to look up the fw cfg file.
This way, we don't need to duplicate same strings everywhere.
Use by both fw cfg and pvpanic device.

If fw_cfg.h is included alone, gcc gives error messages like these:
error: unknown type name ‘uint32_t’
error: unknown type name ‘size_t’
error: unknown type name ‘hwaddr’

Many of these should be cleaned up with proper qdev-/QOM-ification.
Right now there are many catch-all headers in include/hw/ARCH depending
on cpu.h, and this makes it necessary to compile these files per-target.
However, fixing this does not belong in these patches.
