Add two new qtests to verify that a valid IPL device can successfully boot after
failed IPL attempts from one or more invalid devices.
cdrom-test/as-fallback-device: Defines the primary boot target as a device that
is invalid for IPL and a second boot target that is valid for IPL. Ensures that
the valid device will be selected after the initial failed IPL.
cdrom-test/as-last-option: Defines the maximum number of boot devices (8)
where only the final entry in the boot order is valid. Ensures that a valid
device will be selected even after multiple failed IPL attempts from both
virtio-blk and virtio-scsi device types.

When configuring QEMU with the --without-default-devices switch, these
tests are currently failing since they assume that the "pc" and "q35"
machines are always available. Add some proper checks to make the test
work without these machines, too.

The cdrom test skips to execute on LoongArch system with command
"make check", this patch enables cdrom test for LoongArch virt
machine platform.
With this patch, cdrom test passes to run on LoongArch virt
machine type.

The arm "virt" machine needs "virtio-blk-pci" for devices that get attached
via the "-cdrom" option. Since this is an optional device that might not
be available in the binary, we should check for the availability of this
device first before using it.

Bios bits avocado tests need mformat (provided by the mtools package) and
xorriso tools in order to run within gitlab CI containers. Add those
dependencies within the Dockerfiles so that containers can be built with
those tools present and bios bits avocado tests can be run there.
xorriso package conflicts with genisoimage package on some distributions.
Therefore, it is not possible to have both the packages at the same time
in the container image uniformly for all distribution flavors. Further,
on some distributions like RHEL, both xorriso and genisoimage
packages provide /usr/bin/genisoimage and on some other distributions like
Fedora, only genisoimage package provides the same utility.
Therefore, this change removes the dependency on geninsoimage for building
container images altogether keeping only xorriso package. At the same time,
cdrom-test.c is updated to use and check for existence of only xorrisofs.

On a build configured with: --disable-tcg --enable-xen it is possible
to produce a QEMU binary with no TCG nor KVM support. Skip the cdrom
boot tests if that's the case.

It is nowadays possible to build QEMU with a reduced set of machines
in each binary. However, the qtests still hard-code the expected
machines and fail if the binary does not feature the required machine.
Let's get a little bit more flexible here: Add a function that can be
used to query whether a certain machine is available or not, and use
it in some tests as an example (more work has to be done in other
tests which will follow later).

We deprecated the support for the 'r4k' machine for the 5.0 release
(commit d32dc61421), which means that our deprecation policy allows
us to drop it in release 5.2. Remove the code.
To repeat the rationale from the deprecation note:
- this virtual machine has no specification
- the Linux kernel dropped support for it 10 years ago
Users are recommended to use the Malta board instead.

Let's add two new tests:
1) Booting with "bootindex" is the architected default behavior on the
s390x target, so we should have at least one test that is using the
"bootindex" property.
2) The s390-ccw bios used to fail when other unbootable devices have
been specified before the bootable device (without "bootindex"). Now
that the s390-ccw bios is a little bit smarter here, we should test
this scenario, too, to avoid regressions.

see which test belongs to which test subsystem (unit, qtest, ...).
