Alexander Bulekov	f62a0bff6a	libqos: move useful qos-test funcs to qos_external ... The moved functions are not specific to qos-test and might be useful elsewhere. For example the virtual-device fuzzer makes use of them for qos-assisted fuzz-targets. Thomas Huth	1e8a1fae74	test: Move qtests to a separate directory ... The tests directory itself is pretty overcrowded, and it's hard to see which test belongs to which test subsystem (unit, qtest, ...). Let's move the qtests to a separate folder for more clarity.
