It has been deprecated since 8.1; remove it and suggest using the 'local' file
system backend driver instead or virtiofsd.

This variable is about the host OS, not the target. It is used a lot
more since the Meson conversion, but the original sin dates back to 2003.
Time to fix it.

CONFIG_DARWIN, CONFIG_LINUX and CONFIG_BSD are used in some rules, but
only CONFIG_LINUX has substantial use. Convert them all to if...endif.

We use the user_ss[] array to hold the user emulation sources,
and the softmmu_ss[] array to hold the system emulation ones.
Hold the latter in the 'system_ss[]' array for parity with user
emulation.
Mechanical change doing:
$ sed -i -e s/softmmu_ss/system_ss/g $(git grep -l softmmu_ss)

The current file only has the Linux versions of these functions.
Rename the file accordingly and update the Makefile to only build
it on Linux. A Darwin version of these will follow later in the
series.

Commit b2c00bce54 ("meson: convert hw/9pfs, cleanup") introduced
CONFIG_9PFS (probably a wrong conflict resolution). This config is
not used anywhere. Backends depend on CONFIG_FSDEV_9P which itself
depends on CONFIG_VIRTFS.
Remove the invalid CONFIG_9PFS and use CONFIG_FSDEV_9P instead, to
fix the './configure --without-default-devices --enable-xen' build:
