Replace simple union __org.qemu_x-Union1 with flat union
__org.qemu_x-Union2, except drop it from __org.qemu_x-command, because
there it's only used to pull it into QMP. Now drop the unused
-Union1, and rename -Union2 to -Union.

Commit 967c885108 "qapi: add 'if' to top-level expressions" added
command TestIfCmd with an 'if' condition. It also added the
qmp_TestIfCmd() to go with it, guarded by the corresponding #if.
Commit ccadd6bcba "qapi: Add 'if' to implicit struct members" changed
the command, but not the function. Compiles only because we don't
satisfy the #if. Instead of fixing the function, simply drop it.

This policy rejects deprecated input, and thus permits "testing the
future". Implement it for QMP command arguments: reject commands with
deprecated ones. Example: when QEMU is run with -compat
deprecated-input=reject, then

fails like this

When the deprecated parameter is removed, the error will change to

The main tests directory still looks very crowded, and it's not
clear which files are part of a unit tests and which belong to
a different test subsystem. Let's clean up the mess and move the
unit tests to a separate directory.
