Document that the x86 CPU refactorings are going through the qom-cpu
tree. This does not contradict the established practice that patches
adding KVM features to the x86 CPU go through the KVM maintainers,
it merely takes it out of target-i386 TCG's Odd Fixes status.

Enabled for all softmmu guests supporting PCI on Linux hosts. Note
that currently only x86 hosts have the kernel side VFIO IOMMU support
for this. PPC (g3beige) is the only non-x86 guest known to work.
ARM (veratile) hangs in firmware, others untested.

We can't however replace the built-in IDE controller, as the one in
pc87312 is only single-channel and can use only IRQ 14. Therefore the
pc87312's IDE function gets disabled via the config property.
PReP emulation also gains a parallel port emulation this way.

It's been orphaned, not compiling for a long time and despite Apple's
drop of their Rosetta ppc emulation technology with Mac OS X Lion no one
has stepped up to fix it.
Testing necessary changes wrt QOM'ification thus is impossible, so we
might as well remove it completely.

We currently host stable trees for 0.10, 0.14, 0.15 and 1.0.
Sort in descending order. It is expected that further non-stable
sections will be added above these so this order avoids scrolling
through an ever-growing list of stable trees.

Up to now, there was no special section for the different
host operating systems used with QEMU.
scripts/get_maintainer.pl did not show a maintainer for
OS specific files and patches.
Therefore I added three hosts systems:
* POSIX for the majority of host systems which are supported.
This includes BSD and Linux host systems.
* LINUX is a special case of POSIX needed for some Linux specific
files and directories.
* W32, W64 for a well known family of closed source operating systems.
I also added myself as a maintainer for W32, W64.

The MAINTAINERS file was lacking entries concerning the TCG code, add
them based on the git history.
For the common TCG code, is probably better to keep qemu-devel@non-gnu.org
as this code can break easily, so it's better to get it reviewed by a few
persons.

Since nobody else seems interested in maintaining PPC, let's change the
maintainer to myself. I keep a staging tree anyways and am probably the
person touching most of that code these days.

This patch adds information about who handles what when it comes to S390.
I'll gladly support anything that's related to the device emulation model and
S390 KVM parts.
Since this patchset doesn't implement S390 CPU emulation, I left that part
with a question mark. As soon as Uli's patchset gets committed I'd recommend
setting him there.

kqemu introduces a number of restrictions on the i386 target. The worst is that
it prevents large memory from working in the default build.
Furthermore, kqemu is fundamentally flawed in a number of ways. It relies on
the TSC as a time source which will not be reliable on a multiple processor
system in userspace. Since most modern processors are multicore, this severely
limits the utility of kqemu.
kvm is a viable alternative for people looking to accelerate qemu and has the
benefit of being supported by the upstream Linux kernel. If someone can
implement work arounds to remove the restrictions introduced by kqemu, I'm
happy to avoid and/or revert this patch.
N.B. kqemu will still function in the 0.11 series but this patch removes it from
the 0.12 series.
