RHEL 9 (and thus also the derivatives) have been available since two
years now, so according to QEMU's support policy, we can drop the active
support for the previous major version 8 now.
Another reason for doing this is that Centos Stream 8 will go EOL soon:

"After May 31, 2024, CentOS Stream 8 will be archived
and no further updates will be provided."
Thus upgrade our CentOS Stream container to major version 9 now.

The fedora container has since been split apart, so there's no suitable
nearby target that would support "test-mingw" as it requires both x32
and x64 support -- so either fedora-cross-win32 nor fedora-cross-win64
would be truly suitable.
Just remove this test as superfluous with our current CI infrastructure.

If the initial setup fails, you've permanently altered the state of the
downloaded image in an unknowable way. Use 'cp' like our other test
setup scripts do.

By default VM build test use qemu-img from system's PATH to
create the image disk. Due the lack of qemu-img on the system
or the desire to simply use a version built with QEMU, it would
be nice to allow one to set its path. So this patch makes that
possible by reading the path to qemu-img from QEMU_IMG if set,
otherwise it fallback to default behavior.

The image copy is only really needed because xz doesn't know to
properly decompress a file not named properly. Instead of
decompressing to stdout, and having to rely on a shell, let's just
create a link instead of copying the file.

`make vm-build-centos` run docker-based tests on CentOS. The
created containers should have network otherwise some tests
fail. Also fixed the BUILD_SCRIPT template to correctly
evaluate "V=1" for verbose output.

Depending of the host hardware, copying and extracting VM images can
take up to few minutes. Add verbosity to avoid the user to worry about
VMs hanging.
