The USART devices were previously connecting their outbound IRQs
directly to the CPU because the EXTI wasn't handling direct lines
interrupts.
Now the USART connects to the EXTI inbound GPIOs, and the EXTI connects
its IRQs to the CPU.
The existing QTest for the USART (tests/qtest/stm32l4x5_usart-test.c)
checks that USART1_IRQ in the CPU is pending when expected so it
confirms that the connection through the EXTI still works.

Exposing SYSCFG inputs to the SoC is practical in order to wire the SoC
to the optional DM163 display from the board code (GPIOs outputs need
to be connected to both SYSCFG inputs and DM163 inputs).
STM32L4x5 SYSCFG in-irq interception needed to be changed accordingly.

Now that we can generate reliable clock frequencies from the RCC, remove
the hacky definition of the sysclk in the b_l475e_iot01a initialisation
code and use the correct RCC clock.

Add the necessary files to add a simple RCC implementation with just
reads from and writes to registers. Also instantiate the RCC in the
STM32L4x5_SoC. It is needed for accurate emulation of all the SoC
clocks and timers.

The SYSCFG input GPIOs aren't connected yet. When the STM32L4x5 GPIO
device will be implemented, its output GPIOs will be connected to the
SYSCFG input GPIOs.

This patch adds a new STM32L4x5 SoC, it is necessary to add support for
the B-L475E-IOT01A board.
The implementation is derived from the STM32F405 SoC.
The implementation contains no peripherals, only memory regions are
implemented.
