Some targets use "default y" for boards to filter out those that require
TCG. For consistency we are switching all other targets to do the same.
Continue with Microblaze.
No changes to generated config-devices.mak file.

The device is only used by some few boards. Let's use a proper Kconfig
switch so that we only compile this code if we really need it.

The Kconfig files were generated mostly with this script:

Whenever a symbol is referenced from multiple subdirectories, the
script prints the list of directories that reference the symbol.
These symbols have to be added manually to the Kconfig files.
Kconfig.host and hw/Kconfig were created manually.
