8a1f6d0ebd mips: switch boards to "default y"
Some targets use "default y" for boards to filter out those that require
TCG. For consistency we are switching all other targets to do the same.
Continue with MIPS.

No changes to generated config-devices.mak file.

9ed7c6dd9f mips: do not list individual devices from configs/
Add new "select" and "imply" directives if needed. The resulting
config-devices.mak files are the same as before.
Builds without default devices will become much smaller
than before, and qtests fail (as expected, though suboptimal)
for mips64-softmmu because most tests do not use -nodefaults,
so remove it from build-without-defaults

9eb6abbf6a hw/isa/vt82c686: Instantiate IDE function in host device
The IDE function is closely tied to the ISA function (e.g. the IDE
interrupt routing happens there), so it makes sense that the IDE
function is instantiated within the south bridge itself.

39f6049e47 hw/mips: Express dependencies of the Boston machine with Kconfig
Boston is built around a Xilinx FPGA, which includes a PCIe root port
and an UART. An Intel EG20T PCH connects the I/O peripherals, but only
the SATA bus is emulated.

812b31d3f9 configs: rename default-configs to configs and reorganise
In preparation for offering variation to our build configurations lets
move everything and rename it to default. Common included base configs
are also renamed.

During the cleanup the stale usb.mak and pci.mak references were
removed from MAINTAINERS.
