check, as well as marking the DisasContext to end the TB.

In preparation for compiling tcg/ only once, eliminate
the all_helpers array. Instantiate the info structs for
the generic helpers in accel/tcg/, and the structs for
the target-specific helpers in each translate.c.
Since we don't see all of the info structs at startup,
initialize at first use, using g_once_init_* to make
sure we don't race while doing so.

Since PSW_Z = PSW_S, we can move that assignment to the end
and use PSW_Z as a temporary while computing PSW_O.

These inline helpers are all used by target specific code so move them
out of the general header so we don't needlessly pollute the rest of
the API with target specific stuff.
Note we have to include cpu.h in semihosting as it was relying on a
side effect before.

The availability of tb->pc will shortly be conditional.
Introduce accessor functions to minimize ifdefs.
Pass around a known pc to places like tcg_gen_code,
where the caller must already have the value.

`cpu_pc` at this point does not necessary point to the current
instruction (i.e., the wait instruction being translated), so it's
incorrect to calculate the new value of `cpu_pc` based on this. It must
be updated with `ctx->base.pc_next`, which contains the correct address
of the next instruction.
This change fixes the wait instruction skipping the subsequent branch
when used in an idle loop like this:
0: wait
bra.b 0b
brk // should be unreachable

The qemu-common.h header is not supposed to be included from any
other header files, only from .c files (as documented in a comment at
the start of it).
Nothing actually relies on target/rx/cpu.h including it, so we can
just drop the include.

The root trace-events only declares a single TCG event:

and only a tcg/tcg-op.c uses it:

Add a target-specific Kconfig. We need the definitions in Kconfig so
the minikconf tool can verify they exits. However CONFIG_FOO is only
enabled for target foo via the meson.build rules.
Two architecture have a particularity, ARM and MIPS. As their
translators have been split you can potentially build a plain 32 bit
build along with a 64-bit version including the 32-bit subset.
