Now that we have the redirectable Xen backend operations we can build the
PV backends even without the Xen libraries.

The existing implementation calling into the real libxenevtchn moves to
a new file hw/xen/xen-operations.c, and is called via a function table
which in a subsequent commit will also be able to invoke the emulated
event channel support.

When Qemu is built with --enable-xen and --disable-xen-pci-passthrough
and the target os is linux, the build fails with:
meson.build:3477:2: ERROR: File xen_pt_stub.c does not exist.

CONFIG_XEN_PCI_PASSTHROUGH is just a global configuration option;
it is never used in the source files, so there is no need to put
CONFIG_XEN_PCI_PASSTHROUGH in config-target.h or even in config-host.h.
This inaccuracy was copied over from the configure script in commit
8a19980e3f ("configure: move accelerator logic to meson", 2020-10-03).
