This test was marked as broken due to bug #856 which was fixed by
ab419fd8a0 (target/sh4: Fix TB_FLAG_UNALIGN). Local testing shows this
is solid now so lets re-enable the test.

The previous disabling of threadcount 3bdc19af00 ("tests/tcg/sh4:
disable another unreliable test") just for plugins was being too
conservative. It's all broken so skip it.

Given the other failures it looks like general thread handling on sh4
is sketchy. It fails more often on CI than on my developer machine

We do not want a shell command substitution, but a parameter
substitution (with assignment). Replace $() -> ${}, otherwise
the expanded command return an empty string and the $cross_cc
variable is not set.

With signal trampolines safely off the stack for all
guests besides hppa, we can re-enable this test.
It does show up a problem with sh4 (unrelated?),
so leave that test disabled for now.

As before, using Debian SID compilers. While the compiler can be
coerced into generating big-endian code it seems the linker can't deal
with it so we only enable the building for little endian SH4.
