Update infocenter.arm.com URLs for various pieces of Arm
documentation to the new developer.arm.com equivalents. (There is a
redirection in place from the old URLs, but we might as well update
our comments in case the redirect ever disappears in future.)
This patch covers all the URLs which are not MPS2/SSE-200/IoTKit
related (those are dealt with in a different patch).

Some typedefs and macros are defined after the type check macros.
This makes it difficult to automatically replace their
definitions with OBJECT_DECLARE_TYPE.
Patch generated using:
$ ./scripts/codeconverter/converter.py -i \
--pattern=QOMStructTypedefSplit $(git grep -l '' -- '*.[ch]')
which will split "typdef struct { ... } TypedefName"
declarations.
Followed by:
$ ./scripts/codeconverter/converter.py -i --pattern=MoveSymbols \
$(git grep -l '' -- '*.[ch]')
which will:
- move the typedefs and #defines above the type check macros
- add missing #include "qom/object.h" lines if necessary

Create a new include file for the pl022's device struct,
type macros, etc, so that it can be instantiated using
the "embedded struct" coding style.
While we're adding the new file to MAINTAINERS, add
also the .c file, which was missing an entry.
