93bd2954f4 tests/docker: add USER stanzas to non-lci images
These are flat but not generated by lcitool so we need to manually
update them with the `useradd` stanza.

7785500236 tests/docker: update and flatten debian-m68k-cross
Update to the latest stable Debian. While we are at it flatten into a
single dockerfile. We really don't need the rest of the stuff from
the QEMU base image just to compile test images.

767b6bd22b tests/docker: change tag naming scheme of our images
We've been misusing the tag naming scheme for some time by overloading
the post : section with the image type. Really it should be saved for
the revision of that particular build. Move the details to the other
side so we have:

  qemu/image-name

with the implied :latest version added by the tooling.

20f8b1a27a tests/docker: move our m68k cross compile to Buster
Now Buster is released we can stop relying on the movable feast that
is Sid for our cross-compiler for building tests.

98808c3d0c tests/docker: Refresh APT cache before installing new packages on Debian
Since docker caches the different layers, updating the package
list does not invalidate the previous "apt-get update" layer,
and it is likely "apt-get install" hits an outdated repository.
