Approach copied from gen_pcie_root_port.c
Previously the link defaulted to a maximum of 2.5GT/s and 1x. Enable setting
it's maximum values. The actual value after 'training' will depend on the
downstream device configuration.

We pass a ResetType argument to the Resettable class enter
phase method, but we don't pass it to hold and exit, even though
the callsites have it readily available. This means that if
a device cared about the ResetType it would need to record it
in the enter phase method to use later on. Pass the type to
all three of the phase methods to avoid having to do that.

When a variable is initialized to &struct->field, use it
in place. Rationale: while this makes the code more concise,
this also helps static analyzers.

Previously not all references mentioned any spec version at all.
Given r3.1 is the current specification available for evaluation at
www.computeexpresslink.org update references to refer to that.
Hopefully this won't become a never ending job.
A few structure definitions have been updated to add new fields.
Defaults of 0 and read only are valid choices for these new DVSEC
registers so go with that for now.
There are additional error codes and some of the 'questions' in
the comments are resolved now.
Update documentation reference to point to the CXL r3.1 specification
with naming closer to what is on the cover.
For cases where there are structure version numbers, add defines
so they can be found next to the register definitions.

Convert the TYPE_CXL_ROOT_PORT and TYPE_PNV_PHB_ROOT_PORT classes to
3-phase reset, so they don't need to use the deprecated
device_class_set_parent_reset() function any more.
We have to do both in the same commit, because they keep the
parent_reset field in their common parent class's class struct.
Note that pnv_phb_root_port_class_init() was pointlessly setting
dc->reset twice, once by calling device_class_set_parent_reset()
and once directly.

This adds just enough of a root port implementation to be able to
enumerate root ports (creating the required DVSEC entries). What's not
here yet is the MMIO nor the ability to write some of the DVSEC entries.
This can be added with the qemu commandline by adding a rootport to a
specific CXL host bridge. For example:
-device cxl-rp,id=rp0,bus="cxl.0",addr=0.0,chassis=4
Like the host bridge patch, the ACPI tables aren't generated at this
point and so system software cannot use it.
