target-ppc: Implement correct NaN propagation rules

Implement the correct NaN propagation rules for PowerPC targets by
providing an appropriate pickNaN function.

Also fix the #ifdef tests for default NaN definition, the correct name
is TARGET_PPC instead of TARGET_POWERPC.
