hw/vfio/pci: split vfio_get_device
vfio_get_device now takes a VFIODevice as argument. The function is split into 2 parts: vfio_get_device which is generic and vfio_populate_device which is bus specific. 3 new fields are introduced in VFIODevice to store dev_info. vfio_put_base_device is created.
