console: rework DisplaySurface handling [dcl/ui side]

Replace the dpy_gfx_resize and dpy_gfx_setdata DisplayChangeListener
callbacks with a dpy_gfx_switch callback which notifies the ui code
when the framebuffer backing storage changes.
