hw/pci: introduce pcie-pci-bridge device

Introduce a new PCIExpress-to-PCI Bridge device,
which is a hot-pluggable PCI Express device and
supports devices hot-plug with SHPC.

This device is intended to replace the DMI-to-PCI Bridge.
