dev-serial: replace DeviceOutVendor/DeviceInVendor with equivalent macros from usb.h
The DeviceOutVendor and DeviceInVendor macros can be replaced with their equivalent VendorDeviceOutRequest and VendorDeviceRequest macros from usb.h.
