target-i386/kvm: Hyper-V VMBus hypercalls blank handlers

Add Hyper-V VMBus hypercalls blank handlers which
just returns error code - HV_STATUS_INVALID_HYPERCALL_CODE.
This is required when the synthetic interrupt controller is
active.
