- 2.11 compat machine
 - support the new --s390-pgste linker option, making it possible to
   avoid enabling the global vm.allocate_pgste systl if all pieces
   are in place

 - wire up the diag288 watchdog in tcg
 - clean up dependencies on CONFIG_PCI, making it possible to disable
   it by hand
