hw/i386/Kconfig: enable devices that can be created by default
This fixes when configuring with CONFIG_PCI_DEVICES=n:
$ qemu-system-x86_64 -M q35
qemu-system-x86_64: Unsupported NIC model: e1000e
$ qemu-system-x86_64 -M pc
qemu-system-x86_64: Unsupported NIC model: e1000
