libcacard: initial commit
libcacard emulates a Common Access Card (CAC) which is a standard
for smartcards. It is used by the emulated ccid card introduced in
a following patch. Docs are available in docs/libcacard.txt

libcacard emulates a Common Access Card (CAC) which is a standard
for smartcards. It is used by the emulated ccid card introduced in
a following patch. Docs are available in docs/libcacard.txt
