c0574cd5aa hstore_plpython: Support tests on Python 2.3 
Python 2.3 does not have the sorted() function, so do it the long way.

cac7658205 Add transforms feature 
This provides a mechanism for specifying conversions between SQL data
types and procedural languages.  As examples, there are transforms
for hstore and ltree for PL/Perl and PL/Python.
