Cause pg_regress to invoke the temporary postmaster as 'postgres' not

Browse Source 
'postmaster', so as not to depend on the existence of the postmaster
symlink.  Also, implement postmaster-still-alive and postmaster-kill
operations for Windows, per Magnus.
