Check criticalSharedRelcachesBuilt in GetSharedSecurityLabel().
An extension may want to call GetSecurityLabel() on a shared object before the shared relcaches are fully initialized. For instance, a ClientAuthentication_hook might want to retrieve the security label on a role.
