Adjust ALTER TABLE docs on partitioned constraints
Move the "additional restrictions" comment to ALTER TABLE ADD CONSTRAINT instead of ADD CONSTRAINT USING INDEX; and in the latter instead indicate that partitioned tables are unsupported Noted by David G.
