4a1db96db8 build: prevent autopoint from overwriting a newer M4 file from gnulib 
For some reason, 'autopoint' (invoked by 'autoreconf') insists on
overwriting 'extern-inline.m4', even though the version from gnulib
is newer and contains a fix for a build issue on macOS with GCC 11.

So, do as the documentation says, and invoke 'autopoint' before
'gnulib-tool' (and call 'aclocal' to 'automake' afterwards).

694cd9ddd4 build: ensure that mkstemps() is available by importing the gnulib module 
The mkstemps() function is not part of the POSIX standard,
so there might be some platforms that don't have it.

2770ec81e2 build: make a deeper clone of gnulib (when building from git) 
This increases the chances that the wanted hash will be present in
the checkout when we haven't changed the hash for a few months.

70bcf752dc backup: prevent a symlink attack by operating on the file descriptor 
Use futimens() instead of utime() to change the timestamps on a backup
file.  Otherwise, a non-privileged user could create an arbitrary symlink
with the name of the backup file and in this way fool a privileged user
to call utime() on the attacker-chosen file.

Import the relevant gnulib module to make sure futimens() is available.

0d9a734724 pull in the nl_langinfo & wcwidth modules from gnulib 
These functions aren't available on mingw toolchains, so include the
gnulib modules so we can fall back on them.

Pull in the sigaction module from gnulib, and add ifdef checks
for a bunch of signals that don't exist on Windows.
