If invalid skin name is set via command line (or config file, or environment variable),
then mc starts silently like -b -a mode. Two proposals, if required skin cannot be found:
*. Show error message "Cannot find skin"
*. Load the default.ini skin instead of set -a -c mode.

Added support of filenames highlighting in panels.
Now rules of highlighting described into external file filehighlight.ini
Number of highlight rules is unlimited (in opposite to X-Stranger patch).
Highlight will made by:
* file type (directory, regular, symlink, special device etc.)
* extensions of filenames (ends of filenames)
* regular expressions

We really not need for all libpopt features.
As fact, simple POSIX getopt() is enough.
But if we have glib - we must use glib for unification.
Created two files: src/args.c and src/args.h
Parce of command line options now processed in these files.

GNU ChangeLog? files are result of CVS stupidpity about changeset tracking.
Currently constantly updated ChangeLogs? diverge in different branches and cause collisions(!)
when 'git merge' (almost ANY SINGLE MERGE!).
Major changes can be described in NEWS file, minor changes can be autogenerated via 'git log'/'git shortlog'
and friends (if needed at all).

add functions for working with strings
some functions are implemented directlu in strutil.c, others have ascii, 8bit
or utf-8 variant. (8bit means singlebyte encodings, where all characters have
width one). Mc autodetects terminal encoding at start and chooses right
variant. If does not know terminal encoding, chooses ascii variant.

1. for translation strings and growing strings
2. for working with characters (next char, prev char, length in
characters, isspace, isalnum, ...)
3. prepeare for display, replace invalid characters with questionmark,
unprintable with dot, left / right / center align
