Tune for new MacOS toolchains
* Doesn't seem to like nocombreloc
* i686 doesn't have the efi-app-ia32 target (bug in binutils??)
* Set float manually on ARM32 due to generic toolchain
* Ensure _DYNAMIC symbol exists
