Greg Ercolano 98695591f4 Added 'help-test.html' to test the Fl_Help_View
HTML parser. (Feel free to expand these tests)

Modified the 'help' program to use this help file
as a default, since the old reference was to our
old documentation link that (1) no longer is released
with the code, and (2) is doxygen content our HTML
parser can't possibly handle.
