Note:
WaitForSingleObject should _never_ be used for granular low-contention
locks as it _always_ enters the kernel.
Just replacing WaitForSingleObject locking in Bufferpool with
EnterCriticalSection boosts the multithreaded rfx decoder
performance by almost 400% on win32.
