Changed the xf_tsmf.c code to test for zero visible rectangles for all platforms. Modified arc4random() change to actually have a skeletal implementation in winpr for BCryptGenRandom() on all platforms.

X11/tsmf: Fixed XShmCreateImage BadMatch crashes
...
There was not check if the pixformat supplied in the XShmCreateImage function
was actually supported by the X-Video extension. Also reduced the amount of
xf_tsmf_is_format_supported calls in xf_process_tsmf_video_frame_event.
